I have multiple codes and have searched long and hard. Is this a tell tale sign of ECM/PCM failure.?

When the P0113, P0118 or any high circuit input codes come up and then you test the 2 wires for voltage and both show 5 volt, then test both wires for continuity but they both show continuity when grounded. Is this a sure sign of PCM failure.?

Just to mention I also have the P1607 code

A circuit should not be grounded when checking for continuity. The entire circuit should be completely disconnected from the vehicle, including any other circuitry that leads to other components.

Donít be so quick to condemn the pcm! in these cases itís best to get the official repair manual and follow the step by step process with the foremost hard fault code. Certainly so if you are unsure of yourself with the diagnostic

Let me clarify. And understand if this is not a correct way of testing.

All testing is done with the computer plugged connected.

1. I probe the hot wire, shows 5 volt as it should.
2. I probe the ground wire, which is grounded through the PCM, shows 5 volt as well.
3. I set meter to ohms and probe the hot wire then touch ground and it shows a value.
4. I then probe the ground side, touch ground and shows a value.

This definetly should show some sign of failure in either the wires or PCM right.?

So, do those readings have something to do with diodes and capacitors that make me think it has something to do with the PCM or wires.? I'm no auto electrician by any means, but i am a decent home mechanic. It does seem hard to find these answers unless I go to a pay site for expert technician advice.
