Why was it spotted in L.A. if it's for the Japan Market? Is there a possibility it could be sold in U.S. also?

Even thought it's a JDM model, they sometimes ship them over here to film commercials. I believe the Stream was spotted a year or two ago for similar such purposes.

not just sometimes, it's actually done rather frequently, and they seem to have a strange fascination with California because if you look at all the advertising photography for the japanese market Hondas, a very large number of them have fake looking California license plates on them. They also love to hire big name hollywood actors for their television and print campaigns too. You'll see people like Brad Pitt, Penelope Cruz and others.

That's too bad cause I was already picturing it sitting in my driveway next to my new Accord turbo.
I'll have to settle for the CRV instead.

Being the the advertising business I know that we work with over seas companies that will have there product shot here, even though they will never be available here. I always see European car commercials being shot here.

Check out the Honda Japan website. A large portion of the online ads for JDM only cars are shot in the US.
