Best TL tire for Southern California "all season"

I'm close to a TL purchase and want to make sure I get started with tires that'll work well in southern California. Of course, our "all season" is essentially dry summer, with very occasional rain in the winter. This does mean slippery pavement, though, because it is rarely washed clean. But we're not talking Calgary, or Oregon, or even Northern California conditions.
So - would an "all season" tire like the Michelin Pilot Sport A/S even make sense in So Cal? Does it even matter in mostly dry weather, or are the Bridgestone EL42s acceptable? Should I negotiate in for the Pilots, or something else? I'd imagine this should be handled before taking the car off the lot.
Opinions welcome - especially from Cy, master of all things tire.
Also, to open this up, should I expect a small upcharge to nix the standard tires? A large upcharge? Or flowers and chocolate given to me for being astute enough to request the change?
Thanks!
