I got a chuckle out of this,

"DN: ...The level is so high that maybe it is too expensive. How can the championship become more open to new, smaller manufacturers?

SN: Which manufacturers?

DN: Well, BMW and ….

SN: BMW? BMW is bigger than Honda. They can’t say their company is smaller. They made a very good engine in Formula 1. They have the technology already. I don't understand BMW. I understand (this complaint from) Aprilia…but not BMW."

He's definitely an engineer. Asking Dorna why the crap they're asking for a spec ECU and rev limit, and I'm guessing that Dorna doesn't really know but intuitively "thinks" it will reduce costs.

Or could it be somebody is trying to "pay" their way through? In other words bribery?
