whenever the car go over a bump, the car suspension creaks and it bobs like a buick.

I don't know anything about the Accord. I've never worked on it. I don't know how comfortable you are around a car either.
But I think the Accord has the wishbones in front so I'd think it shouldn't be too hard to change the shocks. Take a look. If they are outside of the springs you're almost home.
And I know your car is old. If the OEM replacements are too expensive you could get generic replacements from a regular car parts store to save some money.
Keep in mid that your rear shocks are still original/old and now you have new ones front so you'd feel different.

Honda dealer charges an arm or new born. I have to take to another shop.

Your vehicle is 19 years old,if your powertrain and the body are in good condition,replace the springs and shocks.Make sure that your rock,ball joint and tie rods are good.They are extremely cheap on ebay

Wow, I didn't realise it was that old.
I hate to say this but everythng in your car is about ready to go, maybe except the engine. That doesn't mean something else goes wrong tomorrow or next week. You may be lucky. All the rubber stuff like bushings are probably too old as wanga said. But thing is that when they touch something to fix something something else breaks. I know. I've been there.
I also know it is not easy to say "Penny wise dollar foolish". When you don't have money you don't got money. That is when you really realise money don't grow on a tree.
All I can say is spend wisely. I do feel your pain, though.
