I assume since the Chevy Volt allows single drivers to use the HOV lane in California that the plug in Accord will too. If all it takes is a plug in to qualify for HOV, then Honda should have a real winner in California. For those of us stuck with long commutes, this is a time machine not a car.
For Instance the Orange Crush Interchange 5, 57, 22 all meet up in a complete hornets nest including coming to a complete stop out of nowhere. Seriously dangerous place. This would put me in the carpool lane that is almost empty. 10 minutes saves, plus no threat of going to the hospital.
I thought about getting a natural gas Civic, but range is too limited and wasn't sure about home Phil stations.
I was on the list for a hydrogen car, Clarity, but that never happened. This Accord seems better than both, because what I need is the carpool option.

Actually, not.
Only some more recently built 2012 Chevy Volts with a special low emissions package qualify for HOV in California. No 2011 Volts qualify.
It takes more than a plug to qualify for HOV. There is also a limit on the acceptable amount of emissions from the gas motor.

If '12 Volt is qualified, then why wouldn't Accord PHEV?

Not every 2012 Volt qualifies. Only those that have special version of the engine that doesn't exceed the emissions standards.
There is no guarantee the Honda will qualify especially since the Honda is primarily a gas engine car and the Volt can be driven mostly on electricity if you don't have a long commute.

The Accord will likely be certified as a PZEV, it remains to be seen if Honda certifies the car as an AT-PZEV which would qualify it for HOV stickers (green not white) though I do not see why they would not. I believe all 2012 Volts sold in CA meet the AT-PZEV standard, none of the 2011 models do.

All 2012 Volts in CA do not qualify for HOV. Only specially equipped models. The non-HOV qualifying 2012 Volts in CA are being blown out on a zero down $369 lease deal and they stopped making them a few months ago so there are probably not any more left this late into 2012.
