Why would you want to test a car with no exterior changes putting tapes "all" over the rear and side???
Why would you put tapes "all" over if you want to test a new Powertrain or new inside materials?
Why the picture does not show the wheels?
Come on Honda... Stop kiddin' with me...

Also, why would you need to drive if the bulk of the changes are in material quality. I suppose they could be testing how well the trim pieces hold together.

Im guessing probably some slight talilight design changes. (where the tape covered)
Although they could just swap the tailights when they need to do a test run. Don't know,, puzzling.

I read somewhere that the 2013 could be getting direct injection. Maybe this is why they're driving? Haven't seen confirmation of this though.

I'm with you - it's strange why Honda would go to lengths to mask the car if this is just a revision plus most of them are on the interior. It would make sense if it is just a test mule. If it is indeed the revised Civic then why mask it when it is unlikely anyone would notice the changes? Am suspicious this picture is somewhat staged and I am intrigued by that maroon-coloured car on the side-mirror. What could that be? A 2012 Camry? The '13 Accord?

If the 2013 Civic does get the new ED's engine, Honda wont foolishly put it in a car that looks exactly the same. Though most visible changes are likely to be to the interior, they won't leave the soft body aspects identical because they'll want it to LOOK like its been changed somewhat to identify it as different (ie: w/ED's). So when we actually see the production model, I expect small bumper changes, new wheels, minor difference in head&tail lights. So tape covers new taillights and a bumper accent line change. Nothing huge... just enough to say its not the same as the 2012.
Personally, I hope it gets ED's in 2013... this is too important a car to let it go another year, and I bet Honda knows its success necessitates it. Cash incentives in the first year spells bad news for year 2 without a BIG change like ED's. If they could get 45mpg highway without neutering the power too much, Civic will be a strong proposition against Toyota's hybrids (and could allow them to quietly exit the terrible Insight in the US).

I would be shocked if the Civic got the Earth Dreams overhaul this year. I think they're going with the Accord as the first run, and then the new Fit will probably be second. Then the Civic would get the overhaul in 2 years from now.

I thought the same thing but then ILX came to mind. I think Jeff said that they aren't necessarily waiting for a mmc to intro ED on the ILX, so I'm thinking that could possibly apply to the Civic as well. And don't forget Honda has been a bit foolish with some of their decisions lately.
I don't expect it to be too long from now though. The new Altima's mpg ratings are estimated at 27/38 IIRC, which is right in the Civic's ballpark. I'm thinking the new Accord will come very close to matching the Altima, if not beating it. I can already see people questioning why the larger and more powerful Accord matches its little brother in fuel economy.

The 2013 is getting more than just interior changes. The front end is supposed to be changed as well.
